Dr. Johnny Shelley serves as a Veterinary Medical Officer for the National Oceanic and Atmospheric Administration National Marine Fisheries Service Seafood Inspection Program based at the National Seafood Inspection Laboratory in Pascagoula, MS. He serves as a technical expert on aquatic animal health and seafood safety for episodic events such as oil spills and fish disease events, and provides guidance to NOAA and other government affiliates regarding marine aquaculture fish health maintenance; biosecurity; disease and parasite control; and aquatic animal health issues relating to the export of seafood products and participation in international negotiations. Additionally, he provides certification of regulatory compliance on exported fishery product shipments for receiving countries that require a US government-employed veterinarian, including inspecting products and documents; and making determinations for approval.

Dr. Shelley earned his Master’s in Coastal Sciences from the University of Southern Mississippi’s Gulf Coast Research Laboratory studying elasmobranch ecology and physiology, and his Doctor of Veterinary Medicine from Louisiana State University School of Veterinary Medicine where he focused his clinical externships of fish medicine. He previously held positions as the Staff Aquaculture Veterinarian and Health Department Manager for 5D Tropical Inc, the largest importer/exporter and tropical fish aquaculture facility in the country, and as a Veterinary Medical Officer and the Institutional Animal Care and Use Committee Attending Veterinarian at the USDA Agricultural Research Services Aquatic Animal Health Research Unit. Since 2015 he has been recognized as a World Aquatic Veterinary Medical Association Certified Aquatic Veterinarian (CertAqV). He serves as a permanent member of the Eastern Fish Health Workshop planning committee, and was the President of the American Association of Fish Veterinarians in 2021. In November 2023 he was granted status as a Diplomate of the American Board of Veterinary Practitioners with a board certification in Fish Practice.
